Moinho Cultural gives
children a horizon’’

Located in Corumbá (MS), on the border with Bolivia, for 21 years the Instituto Moinho Cultural Sul Americano has transformed lives. Over this period more than 25,000 children and adolescents in situations of vulnerability and social risk have been directly benefited with activities offered daily outside regular school hours, and 80,000 indirectly. Over all these years, we have provided + 58,919 social assistance services. Classes are offered in Ballet and Classical Music, Contemporary Dance, Computing, Literature, a Coexistence and Bond-Strengthening Group, among others. Moinho also benefits children and young people from the municipality of Ladário and the Bolivian cities of Puerto Suárez and Puerto Quijarro, enabling an important cultural exchange.

To work in Brazil’s border territories for the positive transformation of local realities, giving voice and opportunity to children, adolescents and young people through access to cultural assets, technological knowledge, entrepreneurship skills and full citizenship.

To provide a welcoming space for art education and community life that expands the social and professional prospects of children and adolescents in Corumbá and surrounding areas, contributing to a creative economy scene of reference in a border region of the continent.

Pontão de Cultura

The Instituto Moinho Cultural Sul-Americano is now recognized as a Pontão de Cultura (Culture Hub) of Mato Grosso do Sul. Since 2004, Moinho had already acted as a Ponto de Cultura (Culture Point), and now, with the title of Pontão de Cultura Moinho Cultural – Unindo Pontos, it takes on a broader role, connecting and strengthening other cultural initiatives. With this new certification, Moinho is working in partnership with Grupo Vozes Especiais, Sociedade Comunitária Gibiteca, Fundação Nelito Câmara, Circo do Mato and Grupo TEZ, promoting cultural integration and coordination throughout the region.

Culture Points are groups or organizations that carry out ongoing cultural activities in their communities. Culture Hubs, in turn, are responsible for coordinating and connecting several Culture Points, promoting mobilization, training and cultural outreach. Both initiatives are part of the National Living Culture Plan (PNCV), a public policy that aims to acknowledge, value and support cultural expressions throughout Brazil.
The PNCV was regulated in 2014, but its roots stem from the Programa Cultura Viva, launched in 2004. It is managed collaboratively among the federal, state, district and municipal governments, along with cultural groups and institutions, fostering broad coordination of agents and collectives in their territories.
This innovative, community-based policy is also an international reference, having served as the basis for the creation of the IberCultura Viva Program. Now, as a Culture Hub, Moinho Cultural strengthens its role as a coordinating center for cultural practices, further boosting the positive impact of culture on society.
