The State Secretariat of Culture, the Política Nacional Aldir Blanc (Aldir Blanc National Policy), Cultura Viva, the National Culture System and the Ministry of Culture will hold on January 30 and 31, 2026, in Corumbá, at the headquarters of the Instituto Moinho Cultural Sul-Americano (South American Cultural Mill Institute), the Fórum Estadual dos Pontos de Cultura (State Forum of Culture Points), Teia Estadual de Mato Grosso do Sul (Mato Grosso do Sul State Web).
The Teia Estadual de Cultura Viva (Living Culture State Web) is a space for coordination, exchange of experiences and strengthening of the network of Pontos and Pontões de Cultura (Culture Points and Hubs) of Mato Grosso do Sul, with a formative, propositional character and in celebration of the state’s cultural diversity.
The event is part of the national agenda of the Programa Cultura Viva (Living Culture Program) and follows the guidelines of democratizing access, valuing popular and traditional cultures, and social participation in shaping public cultural policies.
The goals are to strengthen the state network of Pontos and Pontões de Cultura; encourage coordination between regional and municipal initiatives; foster shared management of public cultural policies; consolidate the State Policy of Cultura Viva; discuss progress and challenges of the National Policy of Cultura Viva and the Política Nacional Aldir Blanc (PNAB).
There will be three discussion tracks: Track 1 – Plano Nacional de Cultura Viva (National Living Culture Plan) for the next 10 years (Training, Circulation and Memory); Track 2 – Governance of the National Policy of Cultura Viva (Committees and Forums); Track 3 – Cultura Viva, Work and Sustainability of Artistic Creation (Solidarity Economy and Green Protocols).
On the first day of the event, thematic discussions on the three tracks will take place, along with artistic workshops and a final plenary with the election of delegates. On the second day there will be discussion circles, dynamics, conversation circles and a cultural procession.
The event is supported by the Prefeitura Municipal de Corumbá, Prefeitura Municipal de Ladário, Universidade Federal de Mato Grosso do Sul and the Programa Nacional dos Comitês de Cultura (National Program of Culture Committees). It is co-organized by the Pontões and Pontos de Cultura.
The director of Memory and Cultural Heritage of the FCMS, Melly Sena, stated that the State Forum of Pontos de Cultura and the Mato Grosso do Sul State Web represent a strategic moment for strengthening Cultura Viva in the state, by bringing together social participation, the shaping of public policies and the appreciation of cultural territories, with climate justice as its central axis.
“With a diverse and integrated program, combining institutional panels, thematic working groups, deliberative plenaries, discussion circles, hands-on workshops, a creative fair, artistic interventions and a large cultural procession, the event promotes qualified dialogue, collective construction of proposals and visibility for local cultural expressions, especially in the context of the Pantanal. Held in Corumbá, the gathering reaffirms the role of MS’s 98 Pontos de Cultura as agents of social, environmental and cultural transformation, consolidating guidelines at the state level and contributing consistently to the national debate on the National Policy of Cultura Viva.”
